Mexican candidate sees possible Pemex listing (Reuters)

MEXICO CITY (Reuters) ? A leading presidential candidate of Mexico's ruling conservatives raised the possibility on Thursday of listing oil company Pemex on the stock exchange to help revamp the state-owned giant.

Josefina Vazquez Mota, who is bidding to become the first woman to serve as Mexican president, told Reuters in an interview the next administration needed to examine how Brazil had managed its partly privatized state oil firm Petrobras.

"The case of Petrobras is a good reference point, not necessarily to copy it 100 percent, but it deserves particular attention," said Vazquez Mota, who is leading the race to be the candidate for President Felipe Calderon's National Action Party, or PAN, ahead of the July 1 election.

Oil production has dipped at Pemex, which has been dogged for years by allegations of inefficiency and corruption, prompting many Mexican lawmakers, particularly from the right and center of the political spectrum, to urge an overhaul.

Although many advocates of oil reform say Pemex needs private investment, they have shied away from discussing a potential listing for the company, which has been a sacred cow since Mexico nationalized the oil industry in the 1930s.

"It's one of the scenarios, not the only one," Vazquez Mota, a former education minister and ex-PAN congressional leader, said of floating Pemex on the stock exchange. "In the end, the most important thing isn't whether to list Pemex or not, that could be the result of many prior decisions."

In August, three private companies won the first contracts to operate mature oil fields in a bid to modernize the oil industry. Pemex says the number of fields operated by private firms will jump by the end of 2012.

SLAMS 'MACHO' RIVAL

Key reform projects like an overhaul of the labor market, taxation and Pemex have been stymied by the fact no ruling party in Mexico has had a congressional majority since 1997.

Vazquez Mota, 50, said she would push for the presidential candidates to seal a joint political accord before the election pledging their commitment to support the "four or five" major reform drives.

The PAN plans to pick its candidate by February 5, although the main opposition Institutional Revolutionary Party, or PRI, and the leftist Party of the Democratic Revolution, or PRD, have already settled on their presidential nominees.

Leading the opinion polls is PRI candidate Enrique Pena Nieto, former governor of the state of Mexico.

But his campaign suffered a setback this month when he struggled at a book fair to name three books that influenced him, and upset a number of women with a throwaway remark.

"I'm not the woman of the house," Pena Nieto said after failing to identify the price of staple foodstuff tortillas, sparking condemnation on online social networks.

Vazquez Mota, a mother of three, called Pena Nieto's comment "embarrassing," "macho and very misogynist," saying it reflected authoritarian attitudes within the PRI, which ruled Mexico for 71 years until 2000.

Worse still, she said, was the fact that the string of gaffes showed Pena Nieto was not competent to run the country.

"If you don't have an answer to the most basic thing, or if the answer puts down your own citizens, I think we're in an extremely risky situation," Vazquez Mota said.

Preventive care: It's free, except when it's not (AP)

CHICAGO ? Bill Dunphy thought his colonoscopy would be free.

His insurance company told him it would be covered 100 percent, with no copayment from him and no charge against his deductible. The nation's 1-year-old health law requires most insurance plans to cover all costs for preventive care including colon cancer screening. So Dunphy had the procedure in April.

Then the bill arrived: $1,100.

Dunphy, a 61-year-old Phoenix small business owner, angrily paid it out of his own pocket because of what some prevention advocates call a loophole. His doctor removed two noncancerous polyps during the colonoscopy. So while Dunphy was sedated, his preventive screening turned into a diagnostic procedure. That allowed his insurance company to bill him.

Like many Americans, Dunphy has a high-deductible insurance plan. He hadn't spent his deductible yet. So, on top of his $400 monthly premium, he had to pay the bill.

"That's bait and switch," Dunphy said. "If it isn't fraud, it's immoral."

President Barack Obama's health overhaul encourages prevention by requiring most insurance plans to pay for preventive care. On the plus side, more than 22 million Medicare patients and many more Americans with private insurance have received one or more free covered preventive services this year. From cancer screenings to flu shots, many services no longer cost patients money.

But there are confusing exceptions. As Dunphy found out, colonoscopies can go from free to pricey while the patient is under anesthesia.

Breast cancer screenings can cause confusion too. In Florida, Tampa Bay-area small business owner Dawn Thomas, 50, went for a screening mammogram. But she was told by hospital staff that her mammogram would be a diagnostic test ? not preventive screening ? because a previous mammogram had found something suspicious. (It turned out to be nothing.)

Knowing that would cost her $700, and knowing her doctor had ordered a screening mammogram, Thomas stood her ground.

"Either I get a screening today or I'm putting my clothes back on and I'm leaving," she remembers telling the hospital staff. It worked. Her mammogram was counted as preventive and she got it for free.

"A lot of women ... are getting labeled with that diagnostic code and having to pay year after year for that," Thomas said. "It's a loophole so insurance companies don't have to pay for it."

For parents with several children, costs can pile up with unexpected copays for kids needing shots. Even when copays are inexpensive, they can blemish a patient-doctor relationship. Robin Brassner of Jersey City, N.J., expected her doctor visit to be free. All she wanted was a flu shot. But the doctor charged her a $20 copay.

"He said no one really comes in for just a flu shot. They inevitably mention another ailment, so he charges," Brassner said. As a new patient, she didn't want to start the relationship by complaining, but she left feeling irritated. "Next time, I'll be a little more assertive about it," she said.

How confused are doctors?

"Extremely," said Cheryl Gregg Fahrenholz, an Ohio consultant who works with physicians. It's common for doctors to deal with 200 different insurance plans. And some older plans are exempt.

Should insurance now pay for aspirin? Aspirin to prevent heart disease and stroke is one of the covered services for older patients. But it's unclear whether insurers are supposed to pay only for doctors to tell older patients about aspirin ? or whether they're supposed to pay for the aspirin itself, said Dr. Jason Spangler, chief medical officer for the nonpartisan Partnership for Prevention.

Stop-smoking interventions are also supposed to be free. "But what does that mean?" Spangler asked. "Does it mean counseling? Nicotine replacement therapy? What about drugs (that can help smokers quit) like Wellbutrin or Chantix? That hasn't been clearly laid out."

But the greatest source of confusion is colonoscopies, a test for the nation's second leading cancer killer. Doctors use a thin, flexible tube to scan the colon and they can remove precancerous growths called polyps at the same time. The test gets credit for lowering colorectal cancer rates. It's one of several colon cancer screening methods highly recommended for adults ages 50 to 75.

But when a doctor screens and treats at the same time, the patient could get a surprise bill.

"It erodes a trust relationship the patients may have had with their doctors," said Dr. Joel Brill of the American Gastroenterological Association. "We get blamed. And it's not our fault,"

Cindy Holtzman, an insurance agent in Marietta, Ga., is telling clients to check with their insurance plans before a colonoscopy so they know what to expect.

"You could wake up with a $2,000 bill because they find that little bitty polyp," Holtzman said.

Doctors and prevention advocates are asking Congress to revise the law to waive patient costs ? including Medicare copays, which can run up to $230 ? for a screening colonoscopy where polyps are removed. The American Gastroenterological Association and the American Cancer Society are pushing Congress fix the problem because of the confusion it's causing for patients and doctors.

At least one state is taking action. After complaints piled up in Oregon, insurance regulators now are working with doctors and insurers to make sure patients aren't getting surprise charges when polyps are removed.

Florida's consumer services office also reports complaints about colonoscopies and other preventive care. California insurance broker Bonnie Milani said she's lost count of the complaints she's had about bills clients have received for preventive services.

"`Confusion' is not the word I'd apply to the medical offices producing the bills," Milani said. "The word that comes to mind for me ain't nearly so nice."

When it's working as intended, the new health law encourages more patients to get preventive care. Dr. Yul Ejnes, a Rhode Island physician, said he's personally told patients with high deductible plans about the benefit. They weren't planning to schedule a colonoscopy until they heard it would be free, Ejnes said.

If too many patients get surprise bills, however, that advantage could be lost, said Stephen Finan of the American Cancer Society Cancer Action Network. He said it will take federal or state legislation to fix the colonoscopy loophole.

Dunphy, the Phoenix businessman, recalled how he felt when he got his colonoscopy bill, like something "underhanded" was going on.

"It's the intent of the law is to cover this stuff," Dunphy said. "It really made me angry."

US teen, 2 others found dead in western Mexico (AP)

MEXICO CITY ? The body of a U.S. teenager was found in the trunk of a burned-out car in western Mexico along with the bodies of two other youths, prosecutors said Tuesday.

An employee of the state prosecutors' office in Michoacan state said the car holding the remains of the three young men was found on the side of a rural road on Christmas Eve. The young men had last been seen on the night of Dec. 23.

The employee, who was not authorized to be quoted by name, identified the dead American as 18-year-old Alexis Uriel Marron.

Prosecutors are looking into robbery as a possible motive because none of the men's possessions were found in the car. But the area has also been the scene of bloody turf battles between drug gangs. The Knights Templar and Jalisco New Generation cartels are believed to be active in the area.

Marron was a student at Rolling Meadows High School in suburban Chicago and had relatives throughout the area. Marron's cousin, Danila Zendejas, told Chicago television station WLS that she considered him to be a brother.

"He loved his nieces," she said. "And he didn't have time to get to know one of them, to see her grow."

U.S. State Department spokesman Noel Clay said the agency was working with embassy officials to get more information. Mexican Consulate officials in Chicago said they were aware of reports of Marron's death and were ready to help family if requested.

A memorial service for Marron was planned Tuesday evening in his home town of Rolling Meadows.

The U.S. Embassy in Mexico City said in an email message that it was aware of reports that Marron had been killed, but was working to get more information.

The other two victims were identified as Mexican men aged 21 and 24. All three were from, or had family in, the nearby village of Quiringuicharo, Michoacan. Their bodies were found on a two-lane road near the border with Jalisco state.

Earlier in December, two other bodies were found in a burned-out vehicle on the same stretch of road. The victims have been identified as two Mexico City residents, but there was no immediate information on the motive in those killings either.

5 die of food poisoning at Mexican rehab center (AP)

MEXICO CITY ? Medical officials say five recovering drug addicts died and dozens of others were sickened by soy sausage served for Christmas dinner at a rehabilitation center in western Mexico.

Authorities were investigating whether the poisoning at the center in the city of Guadalajara was accidental or intentional. Drug cartels have taken over rehabilitation centers in parts of Mexico, forcibly recruiting addicts as hit men and smugglers. The invasions have led to mass shootings at the centers that have left dozens dead.

Alhy Daniel Nunez is a spokesman for the Red Cross in the western state of Jalisco, where Guadalajara is located. He said Monday that 37 people remained hospitalized, three of them in serious condition.

Rugby: Scotland coach keeps an eye open as battle of the scrum-halves rages on

EVERY year about this time, more or less every player in the Glasgow and Edinburgh ranks insists that they cannot regard the intercity match as their chance to battle their opposite number for a place in the Scotland squad.

Getting distracted by the duel, they reckon, means losing sight of your responsibility to your team. It?s a valid point to an extent, but there are some positions, none the less, which have to be judged as head-to-head battles.

As Scotland coach Andy Robinson watched last night?s match, for instance, you can be sure he took especial interest in the first direct meeting for six years of Mike Blair and Chris Cusiter. It scarcely seemed credible that the two scrum-halves had not been in direct confrontation for so long, and they could hardly believe it themselves when told so last week.

But it was indeed back in 2005, also on Boxing Day, when the pair met in the match between Edinburgh and the Borders.

For all our weaknesses as a rugby nation, Scotland has long been blessed by a wealth of talent in this pivotal position, and for much of their careers there has been little to choose between Cusiter and Blair. On last night?s form, however, the Glasgow player has a distinct advantage over Blair in most departments of their game.

The most glaring difference was in the breaks made by the two. Blair, once so dangerous in broken play, made just one break, early in the second half.

Cusiter made four, beginning with a good sniping run in the first half as Glasgow came back into the game after going 10-0 down, and continuing deep into the second as they fought back to snatch a draw at the death. The Glasgow player, it seems, still has that eye for an opening ? and the minute he spots it he is off, invariably making five or ten yards before the opposition has time to react and get back into position. Blair, if he retains that precious instinct, may no longer have quite the ability to instantly turn insight into action.

In the case of this particular game, it might have been the case that the Glasgow defence was more alive to Blair?s threat than Edinburgh?s was to Cusiter. Even so, it was still the latter player who looked like the one with far more acute rugby vision.

Still only 30, Blair should not be any slower now than he was a few years ago, and if he is a little below top speed at present he should not regard any falling-off from his peak as irreversible.

Even so, right now both physically and mentally he has to concede second best to Cusiter.

Just a year younger than his rival, the Glasgow player is as strong in the tackle as he ever was. Blair may be just as capable of snuffing out an attack when he gets his timing right, but in one crucial instance last night he was left exposed. That was when Glasgow captain Al Kellock took possession from around ten yards out and drove to the line to score virtually unchallenged. Blair got a hand to the second-row forward, but at close quarters could have done better.

The positive aspect of last night?s showing for the Edinburgh player is that he has a chance to redress the balance in five days. Glasgow supporters may hope he fails, but Robinson, for one, would surely welcome more even competition for the No 9 jersey ? and from Rory Lawson and Edinburgh No 10 Greig Laidlaw, who also slugged it out.

10,000 US troops leave Afghanistan as planned

WASHINGTON - The US military has withdrawn 10,000 troops from Afghanistan before a year-end deadline set by President Barack Obama, officers said Friday, the first step in a planned drawdown of combat forces through 2014.

The withdrawal left about 91,000 American troops on the ground in Afghanistan, spokesman Commander Bill Speaks told AFP.

Obama announced a surge of 33,000 forces in December 2009 to turn the tide in the war.

After declaring major progress against the Taliban insurgency, Obama has since promised to withdraw the reinforcements in two stages: 10,000 by the end of this year and another 23,000 by the end of next summer.

?They have met the first target of recovering 10,000 of the surge forces by the end of the year,? Speaks said.

US and coalition partners in Afghanistan plan to hand over security for the whole of the country to Afghan forces by the end of 2014, allowing the withdrawal of combat forces.

US administration officials and military commanders are debating the pace of further troop withdrawals in 2013 but have already suggested the Afghan mission will shift from direct combat to an advisory role next year.

Eee Transformer Prime or iPad 3 or ....?

The EEE transformer prime seems to be the best right now, and I like the attachable keyboard... having all that battery life will be great for long sessions cooped up in the library.

Basically I'm looking for something very portable and capable. I was leaning towards the iPad 2, but I know I'd be bummed if the 3 comes out soon... which appears to be so...?

1. aspect ratio
i prefer the ipad for viewing pdfs, especially in portrait mode. try the tablets out in the store to see what you think (just plug in "pdf" into google and you'll find something, usually a tax form comes up first).

2. eee pc vs. transformer prime
two different things. the eee pc is a computer with the windows operating system (and internet explorer). the transformer prime is a tablet with the android operating system (no internet explorer as far as i know).

3. battery life
the ipad has 10 hours + . how long are you going to be in the library? i primarily use the ipad, and usually can get through an entire day on campus without a charge. however, i sometimes bring the little plug along if i know it will be a long day. i rarely have to use it.

4. keyboard
the ipad works great with the apple keyboard + incase origami combination. it ends up being about the same weight and bulk as the asus, but the apple keyboard works with everything.

5. ipad 3
it will probably be out in a few months. that is a long time (in my opinion), but anyhow, there is always something new on the horizon. if you need it now, then get it. if not, then wait

6. browser
how much are you planning to use this website? you can bet i sure won't be planning my purchases around some stupid website.

The glitz of PNG Idol is putting a spotlight on the growing rich-poor divide in the country, which has seen a resource boom.

It?s Saturday night, and Port Moresby?s open-air Lamana nightclub is seething. Dapper young men and elegant young women are here to watch the finals of Papua New Guinea?s third annual PNG Idol singing contest. Singers in evening dress step onstage to belt out songs from Mariah Carey to Lady Gaga to Solomon Island-inspired reggae, hip-hop, and rap.

As the wealthy cheered on the 11 hopeful stars, the urban poor watched from beyond the gates, illustrating the growing divide between the haves and have-nots in this tiny country of nearly 7 million people. An immense resource boom over the past five years has transferred even more wealth to the political classes of Port Moresby, the capital. The lure of a better life has drawn thousands of poor migrants from their villages.

Singer and guitar player Steve Sierra, who delivered an acoustic version of Matchbox 20?s ?Push,? says competitions like this are ?the best way for any young ?muso? without connections? to gain recognition. By day, Mr. Sierra is a pilot with Air Niugini; by night, he practices and practices, hoping for his big break.

But Port Moresby can be a trap ? it?s expensive to live here and difficult to leave. The city has sporadic anti-?Chinese riots and spiking crime levels. Add to that rising ethnic tension following a Supreme Court decision effectively removing the current government, and the revelry of PNG Idol feels like the calm before a storm.

Is the West waging a covert war against Iran?

Iran called the Nov. 12 explosion at a key missile development center an accident. But there is increasing speculation that it was in fact part of a covert war against Iran.

When an explosion leveled nearly every building at an Iranian long-range missile development center outside Tehran several weeks ago, Iranian officials said the destruction was caused by an accident.

Now, however, there is much speculation among Iran experts and intelligence analysts that the deadly incident may have been part of an American and Israeli covert war to prevent Iran from developing missiles and nuclear weapons.

?It looks like the 21st-century form of war,? said Patrick Clawson, the director of the Iran Security Initiative at the Washington Institute for Near East Policy in an interview with the Los Angeles Times. ?It does appear that there is a campaign of assassinations and cyber war, as well as the semi-acknowledged campaign of sabotage."

Western intelligence officials have expressed grave concern of that Iran may be seeking to develop a nuclear weapon that could be fitted onto long-range missiles, and the Central Intelligence Agency has made clear that one of its objectives remains slowing the development of any weapons of mass destruction by Iran. But both American and Israeli officials have shown "little curiosity" about determining the cause of this latest explosion and steered clear of claiming or even suggesting responsibility, The New York Times reports.

?Anything that buys us time and delays the day when the Iranians might be able to mount a nuclear weapon on an accurate missile is a small victory,? a Western intelligence official involved in countering Iran?s nuclear program told the Times. ?At this point, we?ll take whatever we can get, however it happens.?

The Los Angeles Times, however, notes a record of intentional efforts by Western countries to derail Iran's nuclear program.

For years, the U.S. and its allies have sought to hinder Iran's weapons programs by secretly supplying faulty parts, plans or software, former intelligence officials say. No proof of sabotage has emerged, but Iran's nuclear program clearly has hit obstacles that thwarted progress in recent years.

?"We definitely are doing that," said Art Keller, a former CIA case officer who worked on Iran. "It's pretty much the stated mission of the [CIA's] counter-proliferation division to do what it takes to slow ? Iran's weapons of mass destruction program."

The missiles under development at the plant outside Tehran used solid fuel, which would have given them longer range. Israelis saw this as a particular threat, fearing that Iran would potentially use such missiles against the Jewish state. Israel?s Haaretz newspaper quoted a top official as saying that the explosion had delayed missile development inside Iran, but it was ?far from halting all of Iran's military options.?

And Israel may well have reason to be concerned. The Christian Science Monitor reports that a news outlet in Iran last week published an epithet from what it said was the last will of the architect of Iran's missile program, "martyr" Maj. Gen. Hassan Moghaddam, which called for Israel's destruction.

"Write on my tombstone: This is the grave of the one who wanted to annihilate Israel," the obscure Student News Agency reported on Nov. 30, in apparent contradiction of the official line that Iran's missile program is purely defensive.

The decision to publish Moghaddam's final sentiments just a day after hundreds of ideological basiji militants stormed the British embassy ? tearing down the Union Jack, stealing portraits of Queen Elizabeth II, and temporarily trapping six diplomats ? will be seen by some in the West as further justification for conflict, or at least far harsher sanctions.

Indeed, several sources have implied that covert actions in Iran could be paving the way for a major attack against the Islamic nation.

?Every day American military strategists go through the different scenarios being developed for an all-out strike against Iran. But the offensive is already happening,? said a senior western intelligence source in Britain?s Daily Mirror.

Sanctions against Iran have often led to dangerous working conditions inside weapon-making facilities, so it remains entirely plausible that the explosion was indeed triggered by an accident, as Iranian officials have contested from the beginning.

Inside Iran, officials appear to have expressed little public concern over the incident. An article in Iran?s Independent News Service reported that General Hassan Firouzabadi, the Iranian armed forces chief of staff said that the incident had not caused any significant set backs to Iran?s missile program.

One of the most expensive overheads for small businesses can be their leased or owned commercial real estate. Commercial real-estate can be very expensive especially in major cities. Businesses need to be prepared to make efficient use of their office space or else they will be wasting thousands of dollars each year where they could be spending that money on developing and expanding their business.

Below are some money saving tips on how you can make good use of your space to save money and perhaps even make a little money.

Smaller or compact office furniture

Amount of paperwork is reducing thanks to computers these days. So those large, heavy, and expensive wooden desks are not necessary any more. A simple L shaped computer desk would do. ?Also you can have stackable storage boxes to put all your paperwork and you can store them under your desk which avoids taking extra space. ?Also invest in smaller type of office furniture.

No cubicles

Cubicles just take too much space and cost a lot of money to both purchase and set up. ?Also more offices are finding out that cubicles also hurt the team building effort, productivity, and creativity as many employees tend to hide in their cubicles. So get rid of those cubicles.

You don?t need meeting rooms

Leaving a space empty for most of the day only to occupy it a small portion of the day is an awful waste of space for a small business. If you want to meet with your employees, just call them out to come to your office and meet there. Also your clients will not judge you by not having an office space. If they are there at your office, they are there because they already know you are providing a good product or service. All you have to do is to close the deal and make sure they remain happy with your product and services. Your clients couldn?t care less if you don?t have a ?conference room? because you know you are a small business and you are concerned about saving operation costs in order to serve them better.

Don?t be a Hoarder!

Hardening is a growing problem in America as people are having a hard time letting things go. Don?t keep things in your office you don?t need. Auction them off or give them away. If you donate them you may be able to do a tax write off (check with your accountant on this).If? you must keep some items, don?t keep them in your office. Store them at a self storage in your area.

Sublease part of your office

Doing all that recommended above, if you are able to save a bit of space where you can sublease part of your office to save some costs then I highly recommend looking into it. ?Of course you want to check with your landlord and check with your insurance company but many businesses are doing this these days. There are many entrepreneurs (like me) who are looking for affordable commercial office space and are willing to sublease part of an office.

I am renting an office from an Internet ?and research firm in San Diego?which is actually working out pretty well. I am getting them up to date with the latest on SEO and SEM tactics and they are getting me up to date with other aspects of Internet Marketing.

In summary, when it comes to small business, thinking outside the box and being creative is the key to success. And if you can use that thinking and creativity, ?to save you money and lower the overhead and operation costs, then you should just do it.

Hidden mountains make up Antarctica's true terrain

Antarctica is hiding something. It may look like a fairly flat, snow-covered wasteland, but the BEDMAP project has pulled back the ice sheet to reveal the mountainous bed topography of the continent underneath.

Only one per cent of this concealed rock makes its way to the surface of the frozen terrain. Although some of these mountains are as tall as the European Alps, reaching 3000 metres above sea level, they're still obscured by 1000 metres of ice.

The highest elevations are marked in this image in red and black and the lowest are shown in dark blue. The light blue area shows the extent of the continental shelf.

Using radar to map the landscape, scientists at the British Antarctic Survey (BAS) have pooled data from decades of polar expeditions to create the most accurate and detailed map of 'the white continent' ever made.

Radar travels easily through ice, so in order to chart the terrain, planes flying above the ice send microwave pulses through the upper sheet and record the echoes that reach the plane when it bounces off the underlying rock. This gives a clear picture of the shape of the hidden landscape and also reveals the depth of the ice cover.

"It's like you've brought the whole thing now into sharp focus," Hamish Pritchard of the BAS told BBC News.

House Republicans divided over payroll tax cut (Reuters)

WASHINGTON (Reuters) ? Republican leaders in the U.S. House of Representatives pushed ahead on Friday to extend a popular payroll tax cut for another year despite opposition within their own ranks.

Following a 90-minute closed-door meeting, many Republicans said there was strong opposition but that House Speaker John Boehner planned to work to renew President Barack Obama's tax cut, which is set to expire on December 31.

Republicans have been lukewarm about extending this particular tax cut, saying it has failed to stimulate the economy and will weaken the Social Security retirement program over the long run.

But with fears of a political backlash in the run-up to November's presidential and congressional elections, their leaders have decided to also seek an extension.

If Republicans blocked the tax cut, "They (Democrats) are going to say, 'There they go, Republicans raising taxes,'" said Republican Representative Charles Boustany.

And so as Congress tries to wind down for the year, some Republicans, who rose to power opposing tax hikes, found themselves in the rare position of trying to block a tax cut financial markets think is vital to the economy.

Obama sought to ratchet up the pressure on Republicans to pass the extension, telling lawmakers they must not leave for their holiday break this month without taking action.

"We need to get this done. And I expect that it's going to get done before Congress leaves. Otherwise, Congress may not be leaving and we can all spend Christmas here together."

Late on Thursday, the Senate defeated competing versions of payroll tax cut extension bills, with most Republicans in that chamber bucking their own leadership's proposal -- a rare occurrence. Senate and House leaders are now expected to begin negotiating a compromise.

"There was a lot of push back" during the private meeting of House Republicans, Representative Jeff Flake told reporters as he left the room.

Flake, a conservative who has devoted his House career to controlling government spending, complained that it will take 10 years for the government to recoup the approximately $110 billion in lost revenues stemming from a continuance of the tax cut through 2012.

ECONOMIC STIMULUS?

"I think unless we have the courage right now to address entitlement reform, we shouldn't be extending the payroll tax holiday. But we don't have the courage right now to do that," Flake said.

Workers and employers pay the tax and the revenues are deposited into a Social Security retirement fund. The money returns to workers after they retire from the work force.

Obama and his fellow Democrats won passage a year ago of a one-year payroll tax cut to 4.2 percent, down from 6.2 percent.

The idea was that it would put more money, nearly $1,000 per family, in workers' hands to spend and thus help stimulate the economy. The White House has warned that letting the tax cut expire would significantly hurt the economy as it is struggling to grow.

Senate Republicans defeated a Democratic plan to offset the revenues that would be lost with a surtax on the wealthy.

Like their Senate counterparts, House Republican leaders have proposed paying for the tax cut extension in part by freezing federal employee wages through 2015, said Representative Steven LaTourette.

He said there was a long list of other savings, including some changes to Medicare healthcare programs and raising fees investors pay for mortgage transactions involving government sponsored agencies Fannie Mae and Freddie Mac.

All of these ideas have been discussed by Democrats and Republicans during budget talks earlier this year, he said.

The Republican plan, LaTourette said, would also extend unemployment insurance benefits for the long-term unemployed, but with some reforms.

LaTourette said some of his fellow Republicans proposed a "tradeoff" for extending the payroll tax cut.

"Some people think ... if you are going to give someone $900, that perhaps there should be a tradeoff: you have to delay your (Social Security) retirement for a month. That wasn't very popular" in the meeting, he said.
